In accord with the Settlement Agreement reached in A.B. et al v. Hawai‘i State Department of
Education, et al, CV 18-00477 LEK-RT, this is the first annual report of the Independent
Evaluator (“IE”). This report summarizes the progress made by the James Campbell High School
(“Campbell High School” or “Campbell”) in regard to gender equity compliance under Title IX
of the Education Amendments of 1972 (“Title IX”) in the first year of the Settlement Agreement
entered into on or about October 9, 2023. While good progress has been made at Campbell High
School, the Hawai‘i Department of Education (“Hawai‘i DOE”), and the Oahu Interscholastic
Association (“OIA”), there have also been lessons learned and suggestions made within this
